They almost seem the same.

In some cases these internet sites are used by network marketing Lead generators or network marketing distributors running cooperative advertising and rotating internet sites. Also, In some cases internet sites like the ones you’ve brought up are used in order to analyze what ad generates what response or in some cases they are used to track revenue-share deals with Television & Radio stations running the advertisements.
As an example they might assign a Television station or Radio Station to each website to see which advertising medium generates the best response.
